It just so happens that this literary figure is male.

Thus she would be cross-dressing.

Thus she would be in violation of church policy if she went to the church's Halloween party.

Weird, huh?

Can you imagine being a church authority and telling a little girl she can't come to the church party because she is cross-dressing?

I can't imagine doing it, but then again some church leaders have no sense of humor or imagination. I suspect one must have heavily starched shirts and no sex to be a church leader.

I don't think anyone would care. But it's still kind of stupid.

It goes to show how the rules are made with men in mind, and girls are an after-thought. In numerous ways.
