Quite the loophole you stumbled onto there, Glenn. Beat a prisoner a dozen times in one day with each beating lasting multiple minutes? Well, that there is just one single minor brouhaha. Shoot 25 people with one squeeze of the trigger of an automatic weapon? Well, that there is just one shot. Defraud thousands of people consistently over the course of several years? That there would be just one error in judgment.

Don't you see? If you just do the same thing consistently and repeatedly (but within arbitrary bounds we have established- we aren't animals), then it is really just one instance of torture.

I guess it is hard for you to be confused about something you don't believe in.

And who said waterboarding is the same as shooting 25 people? Someone with ethics would have to answer "nobody." You are free from that constraint, so I eagerly await your response.
