When Bernanke was testifying before congress about the bailout he made a statement about the bailout being psycholgical. IIRC, he was asked if $700B was enough and he replied that he wasn't a psychologist or something like that. That answer took me by surprise. Do you know where I can find the transcript of the testimony?
